Amends existing law to provide that the state of Idaho shall establish the legal presence of certain persons; to revise provisions relating to certain photographs, to provide provisions relating to certain machine readable information, to prohibit the use of certain devices or techniques that can transmit certain information, to provide for consent or voluntary participation, to provide that no person shall utilize certain searching technology to search a database and to provide exceptions.
