Amends Section 18-3318 to add a definition of "hoax destructive device" as any object that reasonably appears to be a destructive device but is an inoperative imitation, or is proclaimed to contain a destructive device but does not.

Creates new felony offense under Section 18-3319A for intentionally causing a reasonable person to fear serious bodily injury or death by possessing, manufacturing, selling, giving, mailing, or placing a hoax destructive device.

Establishes penalties of up to 5 years imprisonment for violations involving possession, manufacturing, selling, giving, mailing, or placing hoax destructive devices.

Establishes enhanced penalties of up to 15 years imprisonment and a fine not exceeding $15,000 for conspiring to use, using, or causing a hoax destructive device in the commission of or attempt to commit a felony.

Updates cross-references in the definitions section to include the new Section 18-3319A.
