Amends Section 54-5001, Idaho Code to update code references for heating, ventilation and air conditioning (HVAC) system installations in Idaho.

Removes reference to parts V and VI of the 2006 International Residential Code as a required standard for HVAC installations.

Maintains requirements that HVAC installations comply with the 2006 International Mechanical Code and 2006 International Fuel Gas Code as published by the International Code Council.

Preserves the Idaho heating, ventilation and air conditioning board's authority to adopt amendments, revisions and later editions of these codes.

Keeps the existing policy that local governments may voluntarily adopt mechanical inspection programs, with those issuing mechanical permits required to adopt and enforce codes by January 1, 2005.
