Requires landlords to provide tenants with a written statement prior to executing a rental agreement, removing the "upon request" language that previously made this optional.

Specifies eight categories of information that must be included in the written statement: owner/manager contact details, types of homes allowed, space boundaries, included utilities and services, available utilities and services, zoning information, most recent rent increase date and amount, and a copy of all current written park rules.

Prohibits rental agreements from containing provisions that allow landlords to charge "entrance fees" or "exit fees," except for repairs or maintenance required as a condition of approving a rental application.

Prohibits rental agreements from containing provisions that unreasonably restrict tenant access to the mobile home park by the tenant's invitees.

Maintains implicit terms requiring landlords to provide a prepared base for the mobile home, approve home positioning, maintain lighting, and limit entry rights except in emergencies or suspected abandonment.
