Requires carriers, insurers, and managed care organizations to reimburse nonparticipating emergency air transport service providers directly at the same benefit level as participating providers when a patient cannot obtain services from a participating provider.

Prohibits nonparticipating air transport providers from billing patients or insureds for medically necessary covered emergency air transport services beyond their deductible, copayment, or coinsurance obligations.

Defines "emergency air transport services" as helicopter, fixed-wing aircraft, or other airborne transport to a hospital or participating provider for sudden-onset medical conditions requiring immediate attention to prevent serious health jeopardy or bodily dysfunction.

Applies only to insurance carriers, insurers, and managed care organizations offering plans under chapters 21, 22, 39, 47, 52, or 55 of Idaho Code.

Defines "hospital" as any Idaho-licensed facility meeting the requirements of Idaho Code sections 39-1301 through 39-1314.
