Raises the threshold for initiating vehicle inspection and maintenance programs from 85% to 90% of national ambient air quality standards, measured over three consecutive years starting with the 2005 design value.

Requires motor vehicle emissions to constitute one of the top two emission sources contributing to the 90% design value threshold before a rulemaking for an inspection and maintenance program can be initiated.

Adds vehicles driven less than 1,000 miles annually to the list of vehicles exempt from inspection and maintenance programs, joining electric/hybrid vehicles, vehicles less than 5 years old, classic automobiles, motorized farm equipment, and agriculture-engaged vehicles.

Removes references to equivalent vehicle emission inspection programs and Department of Environmental Quality motor vehicle inspection and maintenance programs from the statute.

Declares an emergency, making the act effective immediately upon passage and approval.
