Authorizes pari-mutuel betting on simulcast and televised races at facilities not located on live race meet grounds, within the same county as the live track facility or in other counties, subject to approval by the Idaho State Racing Commission and county commissioners.

Requires licensees operating off-site simulcast/televised race facilities to pay a minimum of 1% of gross daily receipts to the live horse race purse distribution fund for tracks operating less than 15 live race days annually, distributed proportionally based on number of days run.

Requires licensees to pay an additional minimum of 1% of gross daily receipts to the licensee whose license authorizes the simulcast/televised races, to be used solely for live horse race meet purses.

Establishes the live horse race distribution fund in the state treasury, with funds distributed to qualifying tracks no later than 30 days after approval of a live race meet license application for the forthcoming calendar year.

Distributes excess simulcast/televised race handle exceeding $14 million annually: 5% (up to $12,500) to the Idaho horse board for youth programs and 5% (up to $12,500) to the Idaho Robert R. Lee Promise Scholarship Program.
