Amends Idaho Code Section 63-301A to allow formerly exempt improvements on state college or state university owned land for student dining, housing, or other education-related purposes to be included on the new construction roll, provided such improvements were never previously included on any new construction roll.

Amends Idaho Code Section 63-602E to exempt possessory interests in improvements on state college or state university owned land for student dining, housing, or other education-related purposes from taxation, when approved by the state board of education and board of regents of the University of Idaho.

Requires that improvements must be approved by both the state board of education and the board of regents of the University of Idaho as proper for the operation of state colleges or universities.

Declares an emergency and provides retroactive application of the act to January 1, 2010.
