Limits design-build and construction manager/general contractor (CM/GC) contracts combined to no more than 20% of the Department's annual highway construction budget, with a minimum of 30% self-performance required by the selected firm.

Requires a two-step selection process for design-build projects: first step uses a Request for Qualifications (RFQ) to short-list firms, second step uses a Request for Proposals (RFP) with technical and price components using best value, fixed price-best design, or lowest price-technically acceptable methods.

Mandates a professional engineer licensed in Idaho maintain responsible charge of preparing solicitation documents and that designer qualifications be evaluated as a percentage of total score based on project complexity and design innovation potential.

Establishes CM/GC contracting procedures for highway projects with a two-phase approach: first phase for design and preconstruction services, second phase for construction after guaranteed maximum price negotiation, with the Department retaining a consultant or staff engineer for design oversight.
