Transfers administrative support for the Idaho Commission on Human Rights from independent status to the Department of Labor, with the director of labor providing administrative oversight.

Establishes the Department of Labor director as appointing authority for a commission administrator (replacing "staff director") with advice and consent of the commission, and the administrator serves at the director's pleasure.

Designates other subordinate staff serving the commission as employees of the Department of Labor subject to civil service provisions in Chapter 53, Title 67, Idaho Code.

Updates the Department of Labor director's duties to explicitly include providing administrative support to the commission on human rights pursuant to Section 67-5905, Idaho Code.

Maintains the commission's authority to select its own president and vice president, and preserves complaint procedures and investigation processes for unlawful discrimination cases.
