Establishes the Highway Safety Fund in the state treasury to be administered by the Idaho Transportation Department for highway safety programs and projects to reduce motor vehicle crash deaths and injuries.

Requires court costs from safety restraint violation citations to be apportioned as follows: $5.00 to the state highway safety fund, $5.00 to the Idaho statewide trial court automated records system (ISTARS) technology fund, $5.00 to the district court fund, and $26.50 to the catastrophic health care cost fund.

Maintains existing $10.00 fine for safety restraint violations, with $5.00 apportioned to the catastrophic health care cost fund, plus court costs not to exceed the amounts specified in the apportionment schedule.

Excludes safety restraint violation convictions from violation point counts and prevents them from being considered moving traffic violations for motor vehicle insurance rate purposes.

Specifies that the court cost apportionment does not apply when a citation charges both a safety restraint violation and another infraction or violation, in which case standard court cost distribution applies.
