Amends Idaho Code Section 31-1412 to allow fire protection districts to annex contiguous or noncontiguous territory in adjoining counties through an alternative process without requiring an election when specific conditions are met.

Permits annexation proceedings to be initiated by either two or more landowners holding at least 100 acres or by 100% of landowners holding at least 100 acres.

Eliminates the requirement for an election when the petition certifies that 100% of property holders in the territory proposed for annexation have joined the petition and that there is no electorate present in the proposed territory.

Requires petitions to include accurate boundary descriptions, maps distinguishing original district boundaries from proposed annexed territory, and notice to both the fire protection board and county commissioners.

Mandates that after annexation of property from another county, the fire protection district board must resubdivide into three nearly equal subdivisions with no more than one commissioner per subdistrict.
