Amends Idaho Code Section 59-901 to clarify conditions under which elective civil offices become vacant.

Reorganizes and makes technical corrections to existing vacancy conditions, changing from numbered list format to lettered subsections (a) through (h).

Removes provision regarding acceptance of military commissions requiring service outside the state for 60+ days as a cause for office vacancy.

Clarifies language throughout, including changes from possessive pronouns ("his") to proper nouns ("the incumbent" or "an incumbent officeholder").

Maintains eight conditions for vacancy: resignation, death, lawful removal, tribunal declaration of abandonment or incapacity, loss of residency, failure to elect successor, forfeiture by law, and conviction of felony or oath-violating offense.
