Establishes definitions for Idaho technical rescue (ITR) teams, specialty rescue teams (SRT), and Idaho incident management and support teams (IIMAST) to assist with emergency response including collapsed structures, confined spaces, trench excavations, and other technical rescue situations.

Authorizes the Military Division through the Bureau of Homeland Security to identify, implement, and contract with ITR, SRT, and IIMAST teams, and enter into joint exercise of powers agreements with entities providing equipment or services to these teams.

Requires the Military Division to promulgate rules governing team credentialing, reimbursement of claims following disaster declarations, and team identification and operation in accordance with national incident management system standards.

Provides civil liability exemptions for ITR, SRT, IIMAST teams, local emergency response authorities, and other persons responding to technical rescue or all hazard incidents at the request of an incident commander, except for acts involving gross negligence, recklessness, or intentional conduct.

Declares the act to be an emergency measure effective upon passage and approval.
