Amends Section 25-156, Idaho Code to clarify that all grants, donations, gifts, and revenues under the Sheep, Lamb and Wool Promotion, Research and Education Act shall be deposited in commission accounts and continuously appropriated for purposes consistent with the act.

Deletes the requirement that funds can only be withdrawn upon checks or orders signed by two designated commission officers.

Removes the annual audit requirement that all moneys received or expended by the commission be audited by a certified public accountant within 90 days of fiscal year close.

Retains the requirement that the commission file an annual report by January 15 with the legislature showing income, expense estimates, and reconciliation of projected versus actual figures.

Maintains the state of Idaho's right to audit commission funds at any time and preserves the exemption of commission expenditures from sections 67-2007 and 67-2008, Idaho Code.
