House Bill 632 Summary

• Consolidates local elections by limiting counties to no more than two (2) elections per year, scheduled for the third Tuesday in May and the Tuesday following the first Monday in November, with exceptions for emergency elections and school district bonded indebtedness votes.

• Shifts fire protection district commissioner elections from odd-numbered years with three commissioners elected initially to a staggered system with one commissioner elected annually (except every fourth year), with commissioners serving four (4) year terms.

• Transitions school trustee and library district trustee terms to longer periods and odd-numbered year elections, with specific schedules for existing trustees to phase in the new election cycle by July 1, 2013.

• Changes the presidential preference primary election from the fourth Tuesday in May to the third Tuesday in May of presidential election years.

• Repeals Section 50 of the 2009 Election Consolidation Bill regarding community college district elections and makes technical corrections to election administration provisions across multiple special district types.
