Each local school district must file an acceptable internet use policy with the state superintendent of public instruction by August 1, 2011, and every five years thereafter, as a condition for receiving state general fund moneys.

Internet use policies must be approved by the district's board of trustees and include provisions prohibiting school computers from accessing materials harmful to minors, as defined by Idaho Code section 18-1514.

Districts must implement technology to filter or block internet access to obscene materials, materials harmful to minors, and materials depicting sexual exploitation of minors as defined in Idaho Code chapter 15, title 18.

Policies must establish appropriate disciplinary measures for violations, include an internet safety component integrated into the district's instructional program, and inform the public that administrative procedures are available for review at the district office.

District superintendents are authorized to take reasonable measures to implement and enforce policy provisions, and boards of trustees may require written parental authorization for minor internet use and differentiate acceptable uses by grade level.
