Adds Section 33-131 to Idaho Code defining "tribal school" as an educational institution serving kindergarten through twelfth grade controlled by a federally recognized American Indian tribe in Idaho or its tribal education authority.

Defines "tribal education authority" as the local education agency for a tribe acting under the tribal governing body's authority.

Establishes that tribal education authorities must facilitate tribal control over education of Indian children on reservations and coordinate all preschool, elementary, secondary, and vocational educational programs funded by tribal, federal, or other sources.

Requires tribal education authorities to develop and enforce tribal educational codes, policies, and standards applicable to curriculum, personnel, students, facilities, and support programs on reservations.
