Creates a new online teaching certificate requirement for all teachers providing instruction in online or virtual format in Idaho public schools and public charter schools, with exceptions for third-party providers who must hold a standard teaching certificate.

Directs the State Board of Education to promulgate rules for the online instruction certificate by July 1, 2015, in collaboration with representatives from the Idaho Digital Learning Academy, a national online learning association, and a third-party online instruction provider.

Exempts teachers who have taught online coursework for at least 2 semesters (minimum 1 course per semester) or worked for the Idaho Digital Learning Academy for at least 2 semesters from certificate requirements, and allows credit for online teacher training completed through approved providers.

Defines key terms including "online teacher," "online or virtual instruction," "blended program," and "virtual education programs" to establish standards for online learning in Idaho schools.

Allows the Board of Education to waive online certificate requirements for postsecondary institution faculty, provided they submit results of a criminal history check to the State Department of Education.
