Establishes legislative intent requiring Idaho school districts to create web-based searchable databases detailing financial activities, revenue, and expenditures to increase transparency in public school finances.

Requires each school district with more than 300 students to post expenditures in a nonsearchable PDF format by December 31, 2010, then transition to a single searchable database by December 31, 2011.

Mandates the searchable database include entity name and location, expenditure amounts, dates, budget program/category, purpose descriptions, supporting contracts, and unique identifiers for each expenditure (with employee information limited to job title and location only).

Requires data in open structured format allowing users to download, sort, search, and systematically access all information at no cost.

Obligates education providers to update financial data monthly, archive data per state record retention laws, provide easy database access from main website, and offer automated RSS feeds for update notifications.
