Revises the definition of "carrier" in Idaho Code Section 41-6002 to clarify entities subject to state regulation by the Department of Insurance that provide health insurance or health benefit plans.

Expands the definition of "carrier" to explicitly include insurance companies, hospital or professional service corporations, fraternal benefit societies, managed care organizations, excess or stop-loss insurers, and third-party administrators of health insurance.

Excludes from the definition of "carrier" entities that only issue limited policies such as disease-specific, dental, vision, Medicare supplement, long-term care, disability income, student health, worker's compensation, automobile medical payment, or short-term coverage lasting 12 months or less.

Declares an emergency and makes the amendments retroactively effective to February 1, 2010.

Establishes a sunset date of July 1, 2013, when Chapter 60, Title 41, Idaho Code shall become null and void.
