Appropriates $1,607,600 to the Division of Human Resources for fiscal year 2011, comprising $971,300 for personnel costs and $636,300 for operating expenditures, funded from the Division of Human Resources Fund.

Limits the Division of Human Resources to no more than 13 full-time equivalent positions during July 1, 2010, through June 30, 2011, unless specifically authorized by the Governor.

Requires the Joint Finance-Appropriations Committee to be notified promptly of any increased positions authorized by the Governor.

Directs the Division of Human Resources to pay the Division of Professional-Technical Education from operating expenditures for statewide management and human resources training, with payment equal to the Miscellaneous Revenue Fund appropriation within the Related Services Program.
