Designates the Idaho Bureau of Educational Services for the Deaf and the Blind as a governmental entity subject to provisions regarding bribery, ethics, open meetings, and public records disclosure in the same manner as traditional public school districts.

Subjects the Bureau, its employees, and board of directors to Idaho Code provisions on sick leave, leave accumulation, severance allowance, and employee protections as determined by the board.

Establishes the Bureau as a state department for purposes of risk management and group insurance under chapter 57, title 67, Idaho Code, with the Department of Administration treating it as such.

Requires the Bureau to submit its annual appropriation request through the state superintendent of public instruction by August 1st for inclusion in the Educational Support Program budget request.

Authorizes the State Board of Education to request funds from the permanent building fund for construction and maintenance of buildings on state-owned land used by the Bureau.
