Community college districts within one county must be divided into five subdistricts of equal population before the November 2014 trustee election; districts formed after the effective date must divide immediately upon formation.

Community college districts spanning two or more counties must be divided into subdistricts equal to the number of counties involved, with at least one trustee representing each county subdistrict.

Trustee elections change from biennially in May to biennially in November of odd-numbered years, with one trustee per subdistrict required to be a resident of that subdistrict.

Vacancies on the board are filled by appointment by remaining members, or by the state board of education if fewer than a majority of members remain; appointed members serve until the next trustee election.

Incumbent trustees serving unexpired terms in November 2014 may continue serving until their terms expire, after which all trustees must be residents of their respective subdistricts.

The act becomes effective January 1, 2011.
