• Expands helmet requirements to include specialty off-highway vehicles and snowmobiles for operators under 18 years of age, maintaining existing standards and exemptions for private property and farm use.

• Allows motorbike recreation account funds to be used for securing leases, permits, or purchasing county-owned land for recreational off-highway vehicle activity, in addition to existing uses for trails, facilities, and rider education programs.
