House Bill 669 - Department of Lands Appropriations

• Reduces the Department of Lands fiscal year 2010 General Fund appropriation by $402,300 across four programs: Support Services ($74,600), Forest Resources Management ($139,000), Land Range and Mineral Resource Management ($65,800), and Forest and Range Fire Protection ($122,900).

• Appropriates $44,677,500 to the Department of Lands for fiscal year 2011 (July 1, 2010 - June 30, 2011) across five programs from multiple funding sources including General Fund, Department of Lands Fund, Federal Grant Fund, and Endowment Administrative Fund.

• Authorizes the Department of Lands to maintain no more than 261.29 full-time equivalent positions during fiscal year 2011, with the Governor having authority to increase positions upon notification to the Joint Finance-Appropriations Committee.

• Exempts the Forest and Range Fire Protection Program from object transfer limitations under Idaho Code Section 67-3511(1) and (3) for fiscal year 2011, allowing greater budgetary flexibility for that program.

• Declares an emergency for Section 1 (the appropriation reduction), making it effective immediately upon passage and approval.
