• Amends Idaho Code Section 40-1305 regarding election of highway district commissioners to delete references to alternative elections

• Removes language allowing highway districts to hold alternative elections and delay conversion to the standardized election process for up to eight years

• Maintains requirement that commissioners from subdistricts one and two serve two-year terms initially, with subdistrict three serving four-year terms, then all commissioners serving four-year terms thereafter
