Reduces Supreme Court appropriations by $2,112,800 for fiscal year 2010 across multiple judicial divisions including the Supreme Court, Law Library, District Courts, Magistrates Division, Judicial Council, and Court of Appeals.

Appropriates an additional $500,000 to the Supreme Court for fiscal year 2010 to partially offset the reductions.

Transfers $34,500 from the Guardian Ad Litem Fund to the General Fund for fiscal year 2010, then transfers $601,600 in the opposite direction from the General Fund to the Guardian Ad Litem Fund for fiscal year 2011.

Appropriates $38,914,100 to the Supreme Court for fiscal year 2011 across all judicial divisions and multiple funding sources including General Fund, Miscellaneous Revenue Fund, Federal Grant Fund, ISTARS Technology Fund, and Drug Court/Mental Health/Family Court Services Fund.

Exempts the Supreme Court from Idaho Code Section 67-3511 transfer limitations for fiscal years 2010-2011 to provide flexibility in managing reduced appropriations, while prohibiting transfers between different funds without express legislative approval.
