House Bill 699 Summary

• Requires each Idaho education provider with more than 300 students to develop and maintain a publicly available website displaying expenditures by December 31, 2010.

• Website expenditure data must include recipient name and address, amount spent, expenditure date, budget program or category, purpose description, supporting contracts and performance reports when available, and unique identifiers where possible.

• Expenditure data must be provided in downloadable, open structured data format and available in nonsearchable PDF, searchable PDF, spreadsheet, or database format.

• Education providers must update financial data on the website at least monthly, archive all data according to state records retention laws, and make the website easily accessible from their main webpage.

• Website must contain only public records not exempt from disclosure under state or federal law, with records beginning from the July 1, 2010 effective date.
