Reduces fiscal year 2010 appropriations to the Department of Juvenile Corrections by $2,559,100 across Administration, Community/Operations/Program Services, and Institutions programs.

Appropriates $44,176,200 to the Department of Juvenile Corrections for fiscal year 2011 (July 1, 2010 through June 30, 2011) from multiple funding sources including General Fund, Miscellaneous Revenue Fund, Federal Grant Fund, and specialized funds.

Authorizes the Department of Juvenile Corrections to maintain no more than 391.50 full-time equivalent positions during fiscal year 2011, unless specifically authorized by the Governor.

Exempts the Department from certain appropriation transfer limitations under Idaho Code Section 67-3511(1) and (2) for fiscal year 2011, while prohibiting transfers between different legislative appropriation funds without express legislative approval.

Declares an emergency for immediate effectiveness of the fiscal year 2010 appropriation reduction upon passage and approval.
