Exempts persons under 16 years of age from obtaining a driver's license when operating ATVs, UTVs, specialty off-highway vehicles, or motorbikes on non-highway roads on federal or state land, provided they are supervised by a licensed adult operator 18 years or older.

Requires unlicensed operators on national forest roads to complete a state-approved motorbike or ATV safety course before operating these vehicles.

Mandates that unlicensed operators carry a certificate or proof of safety course completion in their possession or in the vehicle at all times while operating within Idaho.

Defines "supervised" to mean the supervising adult must be positioned on another vehicle or within 300 feet on the ground to provide close support, assistance, or direction to the unlicensed operator.

Protects operators from conviction if they produce proof of completing the required safety course at any time before conviction, even if the violation occurred before course completion.
