Urges Congress to initiate an Article V amendment process to modify the Tenth Amendment and Interstate Commerce Clause (Article I, Section 8) of the U.S. Constitution

Proposes amending the Tenth Amendment to add the word "expressly" before "delegated" and establish that the amendment serves as a rule of interpretation for federal courts reviewing Congressional powers under the Interstate Commerce and Necessary and Proper clauses

Proposes amending the Interstate Commerce Clause to add language stating Congress has "no authority to regulate matters that are primarily intrastate with only an insignificant or collateral affect upon interstate commerce"

Directs the House Chief Clerk to send copies of the resolution to the Speaker of the House, President of the Senate, presiding officers of all state legislatures, and Idaho's congressional delegation
