Commends Kristin Armstrong, a Boise resident and University of Idaho graduate, for her superior attitude and conduct as an athlete and community volunteer.

Recognizes Armstrong's 2008 Summer Olympics Individual Time Trial Gold Medal in cycling, making her the second American female cyclist to win Olympic gold and the first Boise resident to win an Olympic gold medal.

Notes Armstrong's cycling achievements including two USA Cycling National Road Race Championships, three National Time Trial Championships, and 2006 and 2009 World Time Trial Championships, all accomplished after being diagnosed with osteoarthritis in 2001.
