Idaho Legislature urges Congress to initiate the Article V amendment process to amend the Tenth Amendment and Interstate Commerce Clause (Article I, Section 8) of the U.S. Constitution.

Proposes amending the Tenth Amendment to require that powers "not expressly delegated" to the United States be reserved to the states, and that any power claimed by Congress be construed narrowly by courts to protect state and people powers.

Proposes amending the Interstate Commerce Clause to limit Congress's authority to "directly regulate Commerce" with foreign nations and among states, expressly prohibiting regulation of matters that are primarily intrastate with only insignificant or collateral effects on interstate commerce.

Directs the House Chief Clerk to send copies of the resolution to the Speaker of the House, President of the Senate, presiding officers of state legislatures in other states, and Idaho's congressional delegation.
