• States that Idaho facilities have capacity to support at least three squadrons each, including adequate runway space, ramp space, personnel housing, and maintenance hangar bays.

• Notes that Idaho's facilities are unencumbered by civilian land use encroachment, lowering environmental impact on surrounding communities.

• Directs the Chief Clerk of the House to forward the memorial to Congress leadership, Idaho's congressional delegation, and the Secretary of the Air Force.
