Proposes adding Section 3D to Article VIII of the Idaho Constitution to authorize cities with municipal electric systems to issue revenue bonds and incur indebtedness for electric generating, transmission, and distribution facilities.

Allows cities to issue revenue bonds with majority voter approval at an election to acquire, construct, install, and equip facilities for supplying electricity to customers within the system's service area.

Permits cities to incur indebtedness or liability under agreements to purchase, share, exchange, or transmit wholesale electricity for customers within the service area.

Requires that any revenue bonds, indebtedness, or liability be repayable solely from municipal electric system rates, charges, and revenues, and prohibits backing by the city's, state's, or political subdivision's full faith and credit or taxing power.

Directs the Legislative Council to prepare required statements and the Secretary of State to publish the proposed amendment and arguments for submission to voters at the next general election.
