Proposes amendment to Section 3C, Article VIII of Idaho Constitution to authorize public hospitals to incur indebtedness or liability for purchasing, leasing, constructing, or acquiring facilities, equipment, technology, and real property for health care operations.

Prohibits use of ad valorem tax revenues for any activities authorized under the amendment.

Allows public hospitals to engage in shared services, joint ventures, partnerships, and form or hold interests in corporations and limited liability companies.

Requires obligations incurred under this authority to be payable solely from charges and revenues derived from existing and financed facilities, not secured by the full faith and credit or taxing power of counties, hospital districts, the state, or other political subdivisions.

Directs the Legislative Council to prepare required statements and the Secretary of State to publish the proposed amendment and arguments as required by law for submission to voters at the next general election.
