Proposes adding Section 3D to Article VIII of the Idaho Constitution to authorize cities with municipal electric systems to issue revenue bonds and incur indebtedness for electricity generation, transmission, and distribution facilities.

Allows cities to acquire, construct, install and equip electric generating facilities and issue revenue bonds with majority voter approval at an election to pay for such facilities.

Permits cities to incur indebtedness under agreements to purchase, share, exchange, or transmit wholesale electricity for customers within their service area.

Specifies that any revenue bonds, indebtedness, or liability shall be payable solely from rates, charges, or revenues derived from the municipal electric system and shall not be backed by the city's, state's, or political subdivision's full faith and credit or taxing power.

Directs the Legislative Council to prepare required statements and the Secretary of State to publish the proposed amendment and supporting arguments for voter consideration at the next general election.
