Changes the maximum amount of vacation leave an employee can transfer to another employee for sick leave purposes from 40 hours to 480 hours per fiscal year.

Maintains the requirement that the receiving employee cannot receive more than 160 hours of transferred leave per fiscal year and must exhaust all accrued sick and vacation leave before receiving a transfer.

Requires both the transferring employee's balance and the receiving employee's eligibility to remain above 80 hours, with the transfer not resulting in either party having less than 80 hours accrued.

Declares an emergency and provides retroactive application of the amendments to January 1, 2010.
