• Amends Section 67-5309, Idaho Code, governing rules of the Division of Human Resources and Personnel Commission for state employee administration.

• Changes certification of eligibility formula from selecting among the "ten (10) top ranking available eligibles" to the "fifty (150) top ranking available eligibles" for appointment to vacant classified positions.

• Maintains all other existing rules regarding job classification, salary surveys, fair merit examinations, veteran preference points (5 points for veterans, 10 points for disabled veterans), probationary periods, and disciplinary dismissal procedures.

• Preserves rules concerning employee evaluations after 2,080 hours of credited state service, except peace officers who serve 2,080-hour probation periods instead of the standard 1,040-hour period.

• Includes rules on leave provisions, shift differential pay up to 25 percent, moving expense reimbursement, and allowing temporary and acting appointment service time to count toward entrance probationary requirements.
