Amends Idaho Code Section 33-3717B to revise the definition of "resident student" for public institutions of higher education in Idaho.

Defines resident students as those with parents/guardians domiciled in Idaho providing 50% or more support; students receiving less than 50% support who have continuously resided in Idaho for 12 months for non-educational purposes; or graduates of accredited Idaho secondary schools enrolling immediately after graduation.

Establishes special resident status for spouses of residents, armed forces members stationed in Idaho, Idaho National Guard members, military families, veterans separated honorably after 2+ years of service, and members of five federally recognized Idaho Native American tribes regardless of current domicile.

Allows individuals away from Idaho for less than 30 months (excluding time in postsecondary education programs) to maintain resident status if they previously established 12 months of continuous residence and have not established legal residence elsewhere.

Requires the State Board of Education and Board of Regents to adopt uniform rules for determining resident status and establishes that applicants to special graduate/professional programs must have been Idaho residents for at least one calendar year prior to application.
