Prohibits legislators, the governor, and the lieutenant governor from soliciting or accepting contributions or contribution pledges from registered lobbyists during any regular or special legislative session.

Extends the contribution prohibition to the governor when legislation approved by the legislature is pending before the governor.

Exempts from the prohibition any candidate who files a declaration of candidacy during a regular or extraordinary legislative session.

Establishes a civil penalty of $50.00 per violation, with all contributions received in violation forfeited to the general fund.

Declares the act an emergency measure effective upon passage and approval.
