Amends Section 3-409 of Idaho Code to revise lawyer license fee requirements payable annually to the Idaho State Bar by February 1

Establishes 2011 license fees for active members and house counsel ranging from $90-$155 depending on admission date and years in practice, with reduced fees of $55-$60 for lawyers over age 72

Sets 2012 and subsequent year license fees for active members and house counsel ranging from $115-$425 depending on admission date and years in practice, with reduced fees of $70 for lawyers over age 72

Establishes affiliate and emeritus member fees at $120-$150 annually with reduced fees of $60-$70 for members over age 72

Directs collected fees to be administered by the Idaho State Bar for bar operations, legal education, public relations, and a clients' assistance fund capped at $20 per member annually, with annual audits required; effective November 1, 2010
