Adds Section 18-611 to Idaho Code establishing freedom of conscience protections for health care professionals regarding abortions, abortifacient drugs, human embryonic stem cell research, human embryo cloning, euthanasia, and assisted suicide

Prohibits employers from requiring health care professionals to provide services that violate their religious, moral, or ethical principles, and requires reasonable accommodation upon written employee notification

Grants immunity from civil, criminal, and administrative liability to health care professionals and employers for refusing to provide conscience-violating services

Protects health care professionals from discrimination based on declining to provide conscience-violating services, unless accommodation creates undue hardship on the employer, in which case the employer must seek reasonable alternatives

Prohibits refusal of services based on patient's race, color, religion, sex, age, disability, or national origin, and preserves broader conscience rights under existing Section 18-612
