Creates a State Jobs Council in the Office of the Governor composed of the directors of commerce and labor, the governor or his representative, representatives from high-tech, agricultural, and manufacturing industries, a private citizen who is not a registered lobbyist, and members from each political party in the legislature.

Council shall evaluate job creation potential with emphasis on high-wage jobs paying over $35,000 annually with full benefit packages and develop specific recommendations for growing jobs within three years.

First report due to the governor and legislature by September 15, 2010, and final report due by January 15, 2011, containing detailed recommended actions for the governor, state agencies, legislature, and private sector.

Council members compensated according to section 59-509(b), Idaho Code.

Act becomes effective upon passage and approval and expires April 15, 2011 (sunset provision).
