Establishes that each county shall be served by one countywide highway district for all city highways and county secondary highways, known as the "Local Highway District Consolidation Act."

Removes the requirement for a majority voter affirmative vote to establish a countywide highway district in counties with populations of 200,000 or less.

Specifies that countywide highway districts in counties with more than 200,000 people shall be divided into five subdistricts with commissioners elected for four-year terms at salaries not exceeding $1,200 per month ($1,400 for president).

Requires counties to dissolve existing city highway systems, highway districts, and county highway systems upon adoption of a countywide highway district, transferring all funds and property to the new district.

Repeals Chapter 17, Title 40, Idaho Code, relating to county highway reorganization, and eliminates provisions allowing rejection of consolidation plans and intervals for new elections.
