Amends Idaho Code Section 36-411 to revise hunter and archery education certificate requirements for hunting and archery permits

Hunting licenses cannot be issued to persons born after January 1, 1975 unless they present a hunter education certificate from Idaho or an authorized agency/association in another state or country, or hold a previous valid hunting license

Archery permits require applicants to present an archery education certificate from Idaho or an authorized agency/association in another state, or prove they previously held a valid archery permit in Idaho or another state or country, effective January 1, 1994

Adds "or country" language to hunter education requirements, allowing recognition of certificates obtained from authorized agencies or associations outside the United States
