Appropriates $10,368,500 in additional funds to the Department of Environmental Quality for fiscal year 2010 (July 1, 2009 through June 30, 2010) from American Reinvestment Fund, Department of Environmental Quality Federal Fund, and Department of Environmental Quality Receipts Fund.

Air Quality receives $1,682,400 ($41,700 personnel costs, $1,640,700 operating expenditures) with major funding from Department of Environmental Quality Federal Fund ($900,000) and American Reinvestment Fund.

Waste Management and Remediation receives $8,628,400 total, including $5,000,000 from Department of Environmental Quality Federal Fund and $3,294,300 from American Reinvestment Fund.

Reduces previous fiscal year 2010 appropriations by $922,000 total: $450,000 from Water Quality, $450,000 from Coeur d'Alene Basin Commission, and $22,000 from Waste Management and Remediation.

Declares an emergency, making the act effective immediately upon passage and approval.
