Requires legal descriptions in school district annexation petitions to be prepared by a licensed attorney, licensed professional land surveyor, licensed professional engineer, or other individual professionally trained and experienced in legal descriptions of real property

Maintains existing requirements that annexation petitions must include petitioner names and addresses, maps of district boundaries, names of affected districts, reasons for the petition, and estimated number of children in the area

Preserves the state board of education's approval authority over annexation proposals based on whether the action serves children's best interests and does not leave a district with excessive bonded debt

Maintains the requirement that approved annexations be submitted to school district electors for a vote held within 60 days of state board approval, including questions on excision/annexation and assumption of bonded debt

Becomes effective January 1, 2011
