Countywide highway districts may collect a motor vehicle registration fee not to exceed two times the amount in Idaho Code section 49-402, subject to voter approval at general elections held in even-numbered years by simple majority.

Vehicle registration fee resolutions must state the exact rate, duration, and impartially describe the purpose without containing arguments for or against the fee.

Countywide highway districts must submit resolutions to the county clerk 90 days before the election, which transmits them to the prosecuting attorney for review within 15 working days to determine compliance with requirements.

Any person dissatisfied with the prosecuting attorney's determination may appeal to district court within 20 days, and the district court must issue a decision within 20 working days from the filing of the appeal.

Vehicle registration fees collected must be used exclusively for construction, repair, maintenance, and traffic supervision of highways within the district's jurisdiction, and cannot become part of state highway accounts.
